You’re Excellency Royal Highness,
We are very impressed by Y.E.R.H. unique international achievements and high professional ca-pability to influence practical humanitarian results. We are proud that you have confirmed your willingness and ability to assist realization of a civil humanitarian project: set up a peace-building UNESCO Centre responsible for human wellbeing and development as the main conditions of global harmony and co-existence.
As Y.E.R.H. is well aware, recent sessions of the UN General Assembly and of UNESCO Gen-eral Conference have confirmed in the fall of 2015 full responsibility of all levels of human community for realization of the UN 2030 Agenda for Sustainable Development and UNESCO’s Education 2030 Agenda. The main UNESCO’s Memorandum “Envisioning a New Humanism for the XXIst Century” has been adopted by all UNESCO Member States. Achievement of re-quired humanitarian changes can be based only on synergy of innovative interaction of the most concerned countries and global expert community. Leaders of the world have to be on guard for
national, regional and global harmonization and development as never before. All real leaders of the world have to take responsibility for realization of strategic goals of mankind, UN and UNESCO.
We are inviting Y.E.R.H. to share the most timely noble responsibility for establishment and per-formance of the International Centre for Humanitarian Novations (ICHN, working title). The ICHN is the first in UNESCO history interdisciplinary innovative analytical-implementation net-work initiated and developed by international civil diplomacy in order to perform for realization of the main global agenda through work of a new Category II Centre under the auspices of UNESCO. Dedicated practical civil assistance is greatly appreciated by UNESCO which expects our active influence and results.
We would like to invite Y.E.R.H. to join initial Leaders and Sponsors of the future UNESCO Centre who have invented and developed it during the last several years in order to get UNESCO designation and put to work a unique model for innovative modernization which will support transparent achievement of human values and social priorities.
We would like to ask Y.E.R.H. Permanent and Irrevocably to Chair the ICHN International Gov-erning Board - the main Board of the organization and in parallel to take part in performance of the ICHN International Civil Expert Council. Decision making and selection of inventions must be backed by political, organizational and financial aspects, and such a liaison is vital. In this po-sition Y.E.R.H. will be welcomed to become a Co-Founder of the ICHN in all UNESCO Member States where it will be incorporated. Y.E.R.H. will professionally enjoy noble performance for UNESCO, UN and humanity through implementation and global replication from the platform of UNESCO of breakthrough life-determining novations.
In case of acceptance of this Permanent and Irrevocably invitation, Y.E.R.H. will be granted with the same high responsibilities and exclusive rights as other eight leaders of the new UNESCO in-terdisciplinary innovative Centre including: Prof. Federico Mayor Zaragoza (Spain), Dr. Tamara Lavrovskaia (Russia - Canada), Acad. Georgy Golitsyn (Russia), Acad. Vladimir Surodin (Rus-sia), Hr. Dr. Alexander Sokolinsky (USA), Mr. Alessandro Macchia (Italy), Dr. Alex Vuginsht-eyn (USA), Mr. Hugo Garzon Tinoco (Colombia).
Y.E.R.H. and the above mentioned leaders are granted by exclusive rights and have to accept un-disputed duties to serve the future UNESCO Centre on the basis of pre-planned irrevocable life-time responsibility and positions as top officers of the Centre which are the basis for realization of mission of the Centre and the only criteria of its responsible performance and expected out-comes. This requirement is an absolute and a must based on a unique condition of the Centre generation and development, on the content of its innovative interdisciplinary Mission and high level of responsibility of the leaders of the Centre for UNESCO, the UN and global community. Centre’s leaders must prove to UNESCO achievement of results delivery culture based on profes-sional selection, evaluation, implementation, replication and monitoring of use of breakthrough life-determining innovations providing tangible increase of quality, safety and prolongation of life and preservation of nature.
In case of acceptance of this Permanent and Irrevocably invitation, name of Y.E.R.H. will be in-cluded into a Special Memorandum which will be signed by the developers of the Centre on Feb-ruary 10, 2016, and will serve as a legal basis for the required binding “Legal Agreement on Transfer of Results of Preliminary Work Conducted in 2003 - 2016 for the New UNESCO Centre Set Up, Including Intellectual Property, In-Cash and In-Kind Investments and Volunteer Work of Experts of UNESCO Member States.” This binding Legal Agreement will be finalized and signed in UNESCO Headquarters in Paris by the authors and leaders of the new UNESCO Centre with the authorized official representatives of the host UNESCO Member State or States and top authorities of UNESCO.
The Centre is prepared for set up and UNESCO designation on the basis of international prepara-tion work supported by recommendations of three UNESCO Directors-General. From 2006 up to the date the Project is professionally guided by the UNESCO Ex - Director-General, President of the Foundation for a Culture of Peace, Honorary President of the future UNESCO Centre Prof. Federico Mayor Zaragoza. Mission of the International Centre for Humanitarian Novations (ICHN) is: “Consolidation for practical work the most responsible leaders of the global expert community; selection, evaluation, implementation and global replication of social priority achievements in different spheres; monitoring of their use and assessment of their real impact on quality, safety and prolongation of life and preservation of nature”. Motto of the Centre is: "Hu-manism - Imperative of Life." Spheres of performance - education, science & technology, culture, preventive healthcare & creative longevity, protection of environment, communicational and in-formational technologies, sports. The Centre has unlimited access to novations. Its projects are integrated into the Program "Humanism. Viva Vita!" ICHN National branches are incorporated in 2011-2015 in Canada, the US, Germany, Serbia and Switzerland.
The main task for today is identification of a host UNESCO Member State or States and confir-mation of sources of intermediate international funding. On the basis of realization of these two conditions we are responsible for: development and submission to UNESCO of official Proposal from the host country; preparation and signing a Legal Agreement with the successor - a new UNESCO expert network; for development of Agreement between the government of host coun-try and UNESCO Director-General. Our main responsibility is to design a full scale Feasibility Study of the ICHN which is the final step required in order to get high status of a Category II Centre under the auspices of UNESCO.
We are confident in UNESCO support and assistance which will allow to secure ICHN designa-tion in April 2016 during the next 199 session of UNESCO Executive Board. In other scenario designation will take place in October 2016. Proposal to UNESCO has to be submitted now in order to finalize the rest paperwork and start innovations implementation.
Performance of the Centre must prove that work for humanism is the most responsible and noble task of our times. Global supporters of the International Centre for Humanitarian Novations will be those who want to stay in History as leaders of peace, co-existence and social transformation to prosperity.
We are sure Y.E.R.H. leadership will generate a model of responsibility, co-creativity and pride for achievement of humanitarian solutions. In order to finalize designation of the new UNESCO Centre its leaders will require from the authorities of the host UNESCO Member State and from
UNESCO Director-General designation of Y.E.R.H. as the UNESCO Goodwill Ambassador for Peace and Reconciliation.
This rare title is very influential. It will serve Y.E.R.H. and UNESCO in vital strive for human values.
